His Excellency Shadi Malak is a senior executive with more than two decades of experience leading large scale infrastructure programmes. In his capacity as the Chief Executive Officer of Etihad Rail PJSC, he has contributed to shaping national connectivity strategies and driving economic transformation locally and internationally.
His Excellency also holds the positions of Chairman of AD Ports Group and Aramex, and is also a Board Member in in ADX and Abu Dhabi Transport Company.
Since 2018, during H.E. Malak’s tenure as the Chief Executive Officer of Etihad Rail PJSC, chaired by His Highness Sheikh Theyab bin Mohamed bin Zayed Al Nahyan, Etihad Rail established an integrated, future ready rail passenger and freight ecosystem for the UAE and successfully expanded across various sectors and jurisdictions. Etihad Rail became an internationally recognized benchmark, expanding partnerships and opportunities across Oman, Jordan, Paraguay, and other global markets, while supporting national objectives in mobility, logistics, critical infrastructure, and sustainable development.
Prior to his current role, H.E. Malak served as CEO of Etihad Rail DB Operations LLC, a landmark joint venture with one of Europe’s leading rail operators, where he led the UAE’s first heavy haul railway operations. From 2007 to 2013, he held senior roles at Etihad Rail, including Executive Director of Commercial & Operations and Board Secretary, aiding the strategic foundation of the UAE’s rail sector.
Earlier in his career, H.E. Malak gained extensive engineering and project delivery experience through his role at Technip.
His Excellency holds an MBA from Imperial College Business School in London and a Bachelor of Science in Civil Engineering from Texas A&M University.

Mr. Jasim Husain Thabet serves as TAQA’s Group Chief Executive Officer and Managing Director (GCEO and MD), a role he has held since July 2020. Jasim, who was elected to TAQA’s Board of Directors in 2019, is an energy industry veteran with more than two
decades of experience.
Prior to his role at TAQA, he served as CEO and MD of ADPower, where he leveraged the company’s portfolio of assets throughout the value-chain to support the transformation of the power and water sector in the UAE. He also served as CEO of National Central Cooling Company PJSC (Tabreed), where he drove capacity expansion and revenue growth. He currently holds the following positions:
Mr. Thabet holds a bachelor of engineering in mechanical engineering from Saint Martin’s University in the United States.

H.E. Kamal Ishaq Almaazmi is the Undersecretary of the Department of Finance – Abu Dhabi, responsible for overseeing the Department’s operational, strategic, and corporate affairs.
Prior to assuming his role as Undersecretary, H.E. Almaazmi served as the Director General of Investment & Economic Affairs at the Department of Finance – Abu Dhabi, where he oversaw several key functions, including government investments, petroleum and natural resources affairs, strategic projects and policies, economic affairs, and public debt.
In addition to his current role, H.E. Almaazmi serves as Chairman of the Board of Directors at PureHealth Holding. He is also a board member of L’imad Holding Company, Abu Dhabi National Energy Company (TAQA), and ADNOC Gas, and sits on the boards and subcommittees of a number of other entities.
Before this role at DoF, H.E. Almaazmi worked at Mubadala Investment Company, where he was part of the private equity team, focusing on direct and indirect international investments. His professional journey includes roles at McKinsey & Company and Emirates Advance Investments Group.
H.E. Almaazmi holds a master’s degree in finance and strategic management from the Wharton School, University of Pennsylvania, and a bachelor’s degree with distinction in Electrical and Electronic Engineering, with a minor in Mathematics from the American University of Sharjah. He is a Chartered Financial Analyst (CFA).

H.E. Abdulla Al Sahi is the Managing Director of Modon Holding. Prior to his current role, he served as the company’s Chief Executive Officer, overseeing project implementation and development activities. He was also a member of the founding team establishing the company in 2018.
Prior to Modon Holding, he served as Undersecretary of the Department of Municipalities and Transport (DMT) in Abu Dhabi, ensuring coordination between the Department and affiliates, overseeing DMT’s asset management, and driving its priorities. Prior to that, he held Department leadership positions, including Executive Director of the Urban Planning and Infrastructure Sector and Executive Director of the Support Services Sector.
With more than 20 years of experience, H.E. Al Sahi has held leadership positions across Abu Dhabi Government entities including: Chairman of Abu Dhabi General Services Company (Musanada), leading integrated solutions for government asset management, as well as positions at Mubadala Development Company and Tawazun Council for Defence Enablement.
Alongside his executive responsibilities, H.E. Al Sahi has contributed to boards and strategic committees. He represented the Emirate on the Emirates Infrastructure and Housing Council under the UAE Cabinet and was a member of the Abu Dhabi Executive Council’s Infrastructure Committee. Furthermore, he served on the boards of Abu Dhabi Housing Authority, Abu Dhabi Airports Company (ADAC), Zayed Higher Organization for People of Determination, and Tadweer.
H.E. Al Sahi holds a Bachelor’s degree in Economics and a Master’s degree in Management Studies from Boston University, USA. He brings expertise across economics, investment, and public and private-sector development.

H.E. Buthaina Abdulla Al Mazrouei serves as the Director General of Government Financial Affairs at the Department of Finance – Abu Dhabi, where she heads the Office of Treasury, Government Accounts, Government Budget, and the Revenue Management Office.
In her previous role, H.E. Al Mazrouei led the Office of Government Investments, overseeing Abu Dhabi's investments in sovereign wealth funds and government companies, where she actively contributed to restructuring efforts to optimise shareholder value. Additionally, her expertise was instrumental in the Strategic Partnerships and Real Estate Development teams at Masdar that led to establishing a partnership agreement between Siemens and the Abu Dhabi Government. Previously, H.E. Al Mazrouei has held numerous roles at the General Secretariat of the Executive Council.
H.E. Al Mazrouei holds a Bachelor’s Degree in Economics from the City University of London.

Hamad Al Hammadi is Group Chief Operational Affairs Officer of L'IMAD. He is responsible of managing business operations across the portfolio.
He is a board member of Modon Holding and Abu Dhabi National Energy Company (TAQA), in addition to Emirates Nuclear Energy Company (ENEC) and TA'ZIZ. He is also Chairman of EMSTEEL and Emirates Water and Electricity Company (EWEC).
Prior to his current role, Al Hammadi was Deputy Group Chief Executive Officer at ADQ. Previously, he was Head of Greenfield Development at Mubadala Utilities within Mubadala Investment Company, where he spearheaded high-profile projects across the utilities, industry and financial services sectors.

Hashem Al Dabbas is the Group Chief Investment Officer of L’IMAD, a sovereign investment platform of the Government of Abu Dhabi.
Prior to L’IMAD, Al Dabbas served as a Senior Advisor to the Chairman of the Abu Dhabi Department of Finance and was the Chief Investment Officer, Private Investments at Waha Capital. He also served in numerous leadership roles in the Special Situations department at the Abu Dhabi Investment Council (ADIC). Al Dabbas was previously an investment banker at Morgan Stanley in New York.
He currently serves as a Director on the boards of McLaren Automotive and McLaren Racing, as well as a member of the Audit Committee of Modon Holding.
Al Dabbas holds a Bachelors Degree in Materials Science & Engineering and Double Minor in Economics & Management from the Massachusetts Institute of Technology.

Bill O’Regan is the Group Chief Executive Officer of Modon, with over 25 years of progressive leadership across real estate development, urban planning and large-scale infrastructure delivery in the UAE and internationally.
He Leads Modon's strategy, operations, growth and value creation across a diversified real estate, investment and development portfolio, with direct oversight of the Group's global investments and overall financial performance, championing Abu Dhabi's vision to become a principal example of high-quality urban development, guides the company's role in buoying the emirate's economic and social growth and promoting its status as an outstanding global business and leisure destination, through world-class, sustainable projects delivered to the highest international standards.
His Track record spans executive leadership of a national real estate developer, oversight of design and delivery for major development projects, and direction of complex urban planning, transportation and civil infrastructure programs across the MENA region and Europe.

Captain Mohamed Juma Al Shamisi is the Managing Director and Group Chief Executive Officer of AD Ports Group, the global trade enabler of logistics, industry, and trade. Listed on the Abu Dhabi Securities Exchange, AD Ports Group’s vertically integrated business approach covers Digital, Economic Cities & Free Zones, Logistics, Maritime & Shipping, and Ports, with a diverse portfolio of assets that includes 36 terminals around the world.
In his role, Captain Al Shamisi is responsible for the organisation’s strategy, direction and global operations, he also takes the lead on the growth and expansion of AD Ports Group’s assets and development activities. Under his premiership, AD Ports Group has emerged as one of the most dynamic and innovative companies in the maritime, logistics and trade sectors; he has led the growth of the organisation from a local company to a publicly listed global entity, with a perpetually expanding worldwide presence.
A strong, determined and entrepreneurial leader, with over two decades of maritime and trade industry experience, Captain Al Shamisi capitalises on his substantial executive knowledge to guide the Group toward accelerating the UAE leadership’s vision of diversifying the non-oil and gas economy. During his tenure, AD Ports Group has evolved into a significant driver for economic growth and diversification, contributing AED 152.8 billion to UAE GDP, which represents 13 percent of the UAE’s non-oil GDP.
Captain Al Shamisi joined AD Ports Group in 2008 and has since held key leadership positions, which include the Executive Vice President for the company’s Ports Unit. In this role, he was instrumental in a major strategic restructuring of the unit and the rationalisation of its assets. He also oversaw the completion and commissioning of the first phase of the flagship port, Khalifa Port and adjacent KEZAD, the largest integrated trade, logistics, and industrial business grouping in the Middle East.
In addition to serving as Managing Director and GCEO at AD Ports Group, Captain Al Shamisi is currently the Chairman of Mair Group, and Serh Group. He is also a Board Member of Etihad Airways, Abu Dhabi Airports Company, Al Maryah Community Bank, and MAKE A WISH Foundation UAE.
Captain Al Shamisi holds an MBA, an advanced Diploma of Applied Science (shipmaster) and a Graduate Certificate of Management from the University of Tasmania, Australia.
Amongst his numerous personal accolades, Captain Al Shamisi was awarded the Peter Morris Prize from the Australian Maritime College (AMC) for his significant contributions to the maritime industry, as well as the AMC Baird Publication Prize for Best Performance in Navigation Studies, He is also the recipient of the Sheikh Rashid Award for Academic Excellence.
In 2012, he was named ‘Young Personality of the Year’ at the Seatrade Middle East and Indian Subcontinent Awards and has repeatedly been ranked number one in Logistics News Middle East’s CEO Power List, achieving this accolade in 2018, 2020 and 2021.
Captain Al Shamisi has been recognised consecutively in the 2024 and 2025 Forbes Middle East Top CEOs list, in addition to being named among The Middle East’s Sustainability Leaders 2025 by Forbes.
